OK here is the solution!

Step 1: Go Here and scroll down and download the (KB2647753) Hotfix package for x86 or x64 and Validation is required!

Step 2: Open windows update and Click on "View Update History" and go the very top where it says "To remove an update, see Installed Updates" and click on it and scroll down to where you see (KB2647753) and uninstall and reboot!

Step 3: Install the standalone Hot Fix that you downloaded from Step 1 and after install it will tell you to reboot and after reboot go back  to Windows Update and Check for Updates and it should say ``Windows is up to Date" then check "View update history" and you should see this!
