I think a virus or hacker has gotten into my laptop and I want to run my Webroot in safe mode to try and detect and remove it or him.

Welcome to the Community Forums.
Well, there should be no need to run a WSA scan in Safe Mode...but you can try it if you want to. Personally I would run the scan in normal mode.
