I have a credit card that I only use for online purchases; only on my home wi-fi.  Someone hacked into it and, fortunately, the credit card company alerted me and protected my account.  Aren’t I supposed to get some sort of alert from webroot?

No alert from Webroot because how would Webroot know? But Webroot does have an ID Shield and only if it’s setup properly on supported browsers. https://docs.webroot.com/us/en/home/wsa_pc_userguide/wsa_pc_userguide.htm#UsingIdentityProtection/UsingIdentityProtection.htm
