We have posted numerous articles about this topic for around a year now "Gameover Zeus"  and it would be good news if this reward would bring about the arrest of the suspect.
 

DOJ hopes the multi-million dollar reward will reinvigorate hunt for the suspect

Two U.S. government agencies are offering a $3 million reward for information leading to the arrest or conviction of a Russian man suspected of having served as an administrator for the destructive Gameover Zeus botnet.
 
The U.S. Department of Justice and the Department of State's Transnational Organized Crime Rewards Program announced the reward for information about suspect Evgeniy Mikhailovich Bogachev on Tuesday. Bogachev is charged in the U.S. with several crimes related to Gameover Zeus, which targeted banking credentials and other personal information over a two-year period.
 
Gameover Zeus was responsible for more than 1 million computer infections, resulting in financial losses of more than $100 million, the DOJ said in a press release. The DOJ, working with law enforcement agencies from other countries, disrupted the botnet in mid-2014.

"Bogachev is thought to be a core architect of ZeuS, a malware strain that has been used to steal hundreds of millions of dollars from bank accounts — mainly from small- to mid-sized businesses based in the United States and Europe. Bogachev also is accused of being part of a crime gang that infected tens of millions of computers, harvested huge volumes of sensitive financial data, and rented the compromised systems to other hackers, spammers and online extortionists."

Evgeniy Mikhailovich Bogachev is a Russian hacker who could make you rich in a couple of different ways. He is the gentleman who is thought to be the architect behind the Zeus botnet as well as the infamous CrytoLocker scam that holds data hostage for a ransom. Those are two of the largest problems facing today's computer users and each still persists while Bogachev remains elusive.
He has twice been indicted in US courts, once in Nebraska and, more recently, in Pennsylvania. The array of charges is quite long, including conspiracy, money laundering, computer fraud, identity theft and more. These indictments mean little as long as he remains on the run.

Steal $100 million illegally and face lots of jail time

Also, he should've really gotten into the financial industry so he can steal the money legally.
