lavasoft told me my notebook is slow and has over 4000 compromises and threats but I have webroot software installed and turned on ...how can I see for myself if this true

Well I know who I would believe but please Submit a Support Ticket and they can check for you and if infected will help you clean it up! Also wait for them and please do not use any other anti-malwares or tools.

To add to what Daniel said, that number of over 4000 'compromises and threats' would include cookies, temp internet files, other such things that are not malware. More and more often companies are using such scare tactics to try to convince people to pay for their product or upgrade to a 'Premium Version'.
Don't let it scare you, but do get your system checked by Support as Daniel suggested, and you might consider cleaning out your browser cache, cookies, etc.
