I bought a webroot license a year ago for my laptop. Then I bought a new PC with a 6 month webroot license included. 6 months have run-out and I want to re-activate webroot using the licence for my laptop which was for 3 machines. How do I do it?

Welcome to the Community Forums.
You just enter the license for the WSA subscription, that you have for your laptop, on your new PC for which the 6 month license has just run out.
From the main app panel left click on the gear/cog symbol to the right of the My Account tab, and on the next panel displayed enter the keycode into the field provided on the right hand side of the panel, then click on 'Activate' and that should do the trick.
