Welcome to the Community Forums.
 
I am afraid that in terms of WSA there are no cotrols of a granularity sufficient to allow for this approach. If you want to try to do this you will need to access the Windows Firewall directly (use the Windows Firewall with Advanced Security option) and set this up there.
