Welcome to the Community Forums.
Are you referring to the Web Filtering Extension in your browser or the Web Shield in WSA? If the latter then that should be on by default but to change the setting just click on the PC Security tab in the main app panel, which will reveal a trio of Shield options, one of which is the Web Shield. Just click on the slider to move it to the 'On' position.
If that does not work then please click on the 'Advanced Settings' tab (top right hand corner of the main app panel) and from the next page displayed select the 'Firewall/Web Shield' tab. On that page check to make sure that the first option on the page is checked...if it is not try to check it, and then click 'Save', entering the CAPTCHA characters required to complete the save action.
But as I said before this should be 'On' by default so I am guessing that you are having an issue here? If so plesae provide further information as to what the issue is.
