How can I get the program to scan all drives & files ?

Welcome to the Community Forums.
 
On your two points; WSA scan, by default & automatically only the drive that your system is installed on, if you wanted to scan other drives you will need to do that manually. The fast way to scan on a non system drive is to right click on the drive icon in Explorer and select 'Scan with Webroot'. Please see this help text page for more information on the more involved, but more customisable, method of undertaking a manual scan.
 
Given the way WSA works the default scan depth is 'Deep' which does not scan all files just those that can harbour malwarw. To scan all files one must do a 'Full' scan which can only be set via the customisable manual scan.
 
There is no need to run a 'Deep' scan given the way WSA work but for your information please see this KB Article on Deeep vs. Full scans.
