[ISSUE] Context Menu items under windows start menu have stopped working.

Since install of Webroot AV my Context Menu items under windows start menu have stopped working.
For example. Start Men>RMB Computer>Manage = nothing happens.

Also, items pinned in start menu with RECENT submenus do not work either.  The Main program that is pinned will open, but anything under its RECENT menu, will not open.

Remote desktop recent items does not work.
Steam recent items does not work

Yet all those programs that won't open via RECENT submenu do open and work fine when using their shortcut  directly.  It appears to be an issue with Context Menu settings, but I cannot  figure out how to fix it.  This problem started right after I installed webroot.

Any ideas or suggestions?  At this point my only option seems to be a complete uninstall and to submit for a refund.  Uninstalling the webroot allows those context menu items to work normally.
