I've not even heard of any W/R "toolbar" being available (or any "add-on" for that matter)....so, would someone 'get me up to speed' on this, please?

The Webroot Toolbar Extension is the extension that allows users of the Internet Security Plus & Complete versions of WSA to access the Password Manager function that is a feature of those versions.
As a user of the AV version (I am assuming that you are as you posted in this section of the forums) you do not have access to this feature hence why the option to install it would not have been presented to you at the same time as the option to install the Webroot Filtering Extension.
