everytime I startup chrome i get that instead of my normal startup page. i'm not sure if it does damage or if it is more of an incovenience but I would have thought that webroot would have caught it.

Istart123.com is a browser hijacker that is bundled with other free software that you download off of the Internet. When installed this browser hijacker it will set the homepage and search engine for your web browser to istart123.com
