Hello
The following table describes Firewall settings.
SETTINGDESCRIPTION
Allow all processes to connect to the Internet unless explicitly blockedAllows all processes, including potentially malicious connections to access the internet, unless the process is specifically blocked in the active connections list. For more information, see Managing Active Connections.
Warn if any new, untrusted processes connect to the Internet if the computer is infectedIf the computer is infected and any new untrusted process connects to the internet, the system provides a warning. This radio button is selected by default, which is the setting we recommend.
Warn if any new, untrusted process connects to the InternetWhen any new untrusted process connects to the internet, the system displays a warning.
Warn if any process connects to the Internet unless explicitly allowedIf any process connects to the Internet, unless the process is explicitly allowed in the active connections list, the system displays a warning. For more information, see Managing Active Connections.

The firewall monitors processes that attempt to access the Internet and monitors the ports used for communicating with the Internet. If it is not active it will not need to be monitored.

But you do have control over whether Webroot SecureAnywhere will allow or block certain processes and port communications.

To change settings for active connections:

  1. Open the Webroot main interface.
  2. Click PC Security.
  3. Click the Firewall tab.
  4. At the bottom of the panel, click View Network Applications. > The Network Applications dialog opens.
  5. Click on a radio button to allow or block a process or port address

You can also submit a Support Ticket or Contact Webroot Support  and ask Webroot Support to take a look this for you. This service is FREE with a Paid Subscription.
Support Ticket System is Open 24/7

@ great article.  I don't know if you know this but since I have Windows Defender turned on, it takes precedence over Webroot.  Meaning that WD is currently defending my firewall.   Do you have this setup?
Thank you.

Regardless of whether or not you have WD turned on, Windows Firewall is always on. Webroot's Firewall settings merely act as a front end to control some of the outgoing connections. All of the incoming connections are always controlled by Windows Firewall (unless you use a third party firewall and disable WF).
