My computer is constantly running like it is downloading something. Than I get a low memory message

My computer is always running like it's downloading something. Even when it is idle You have a constant yellow ligh on.
Than I get a low memory message . I even have a hard time logging off. I have to hold down the computer off button. I always have the circle going around. What can it be.

If you look at Task Manager (Ctl-Alt-Delete) what are you seeing that's using a lot of resources? 
 
If you reboot, does it all start again?
 
What operating system, and other info?
 
1- lock this computer, switch users, log off, change password, start task master
2- I have trouble logging off
