I keep getting a pop up to allow gwsconfigmanager, what is this and is it a problem?

What you have could be what we call a PUA see if you can remove it yourself? https://community.webroot.com/t5/Techie-KB/How-to-Remove-Potentially-Unwanted-Applications/ta-p/40744 and if in the end you can't Submit a Support Ticket and they will help you!
Also you should look at a good Ad Blocker for your Browsers and there are many but for IE I would suggest Ad Block Plus and for Firefox and Chrome uBlock it's great!
