Boot Time Protection question

Does WSA offer Boot Time Protection. 
My definition of Boot Time Protection is >
Boot Time Protection feature provides enhanced security level from the time you start your computer. It ensures better security by running all the necessary components that are required for computer protection as soon as you start your computer. A boot time scan is a virus scan that is run before the operating system fully loads up. This allows your security product to have access to all the files on your computer with no chance that they are being used by another program or the operating system.
 
I mean since WSA is all cloud.  How does WSA protect before operating system fully loads and I have a net connection.
