Download Windows 10
I'm trying to download (not Install Windows 10). It's not working. Could Webroot be blocking it? If so, what do I do?

Welcome to the Community Forums.
Not sure how you are trying to download Windows 10 and where from but unless it is a Microsoft site then I would suspect that WSA may be blocking for a number of reasons.
If I may suggest that the best way to get hold of a local copy of Windows 10 is to use the Windows 10 Media Creation Tool (HERE) as it states on the site "This Media Creation Tool helps you download Windows 10, and provides the best download experience for customers running Windows 7, Windows 8.1 and Windows 10".
I have just tried downloading it again and did so without issue.
