Is this a false positive?

Welcome to the Community Forums.
 
Given what you are describing in terms of the app concerned and its provenance I would say that you are most probably correct.
 
To notifythe Support Team of this you can either Open a Support Ticket, with the details or ypu can submit the file yourself, with that proposed determination via THIS site; giving the reason for submission as 'False Positive detection'. From either submission the Support Team should be able to investigate and correct the Cloud determination as appropriate.

Given the "realtime" nature of the "Internet Security" that Webroot provides, Webroot should consider adding a button to the threat report that requests a review of SUSPECTED false positives.

Thanks for your thoughts on this. May I humbly suggest that if you would like to pursue your idea then you should head over to the Feature Request page (see the top of any page on this site) and add a feature request for it.
 
Other members can then support your idea with comments & kudos, all of which is reviewd by the Development Team on a regular basis...and from whichtheyntake the best into consideration for inclusion in future versions of WSA.
