windows 10 control panel will not allow me to select webroot

IS THERE AN OVERIDE FOR DEFENDER.  TO SELECT WEBROOT IN WIONDOWS 10 CONTROL PANEL/  WHEN I SELECT WEBRROT IT WILL NOT TURN ON IN CONTROL PANEL

Welcome to the Community Forums.
 
I do not yet have Windows 10 installed and so have not come across the issue.  But let me say that the fact that it is not showing up in the 'Control Panel' does not mean that you are in any way unprotected.  
 
If the Green W icon is sitting in the Notification area then protection is on and you are fully protected. Any other colour such as Yellow or Red and there may be an issue in which caase post back here but if you are Green then you are protected.
 
I would say that you should try to turn off Windows Defender first; it does not really add any protection to your system as WSA is superior to it in every respect, and the act of turning it off my allow the WSA icon to display as then the only security software protecting your system.
 
Worth a try in my opinion.
