I was trying to register on a website when they responded
"We detected security tokens mismatch while processing request. Please refresh the page and try again."
Refreshing and retrying with the same result.
Is this something to be concerned about? What causes this condition?

From what I understand of security tokens they are the website host's issue rather than yours. I would not worry too much about it, but I am sure there will be someone on here who can enlighten you further.
Ensuring your browser and plugins are up to date and clear your cache regularly helps keep your browser working smoothly.
[edit]: I was trying to find some more information about this error, but I was unable to find some specific enough to your situation. I did find some information that defines what a Security Token is though if you are interested. Link
