As far as I can tell with some reserach that this is part of Comcast. http://my.xfinity.com/?cid=cust
Bright Cloud http://www.brightcloud.com/tools/url-ip-lookup.php
Seems to be harmless.

If I may just add here that if you want to try to prevent this popup then you should consider installing an ad blocking extension in your browser(s).
If interested in doing this then please post back and we can provide some suggestions as to what to installed based on the browser(s) that you are using.
