Windows 10 October 2020 Update (20H2) disables WSA - is this normal behaviour?

Yesterday I was offered the chance to install the Windows 10 October 2020 Update (20H2) as an optional update and today I see that WSA was set to Off and Defender was set to on.  Is this normal behavior?  Noting a general dislike of Defender for virus scanning and enabling WSA was a matter of:

 

  1. Download the latest version of WSA and taking note of my keycode
  2. Shutdown WSA protection
  3. Turn off Defender as per https://www.wikihow.com/Turn-Off-Windows-Defender-in-Windows-10
  4. Reboot 
  5. Go back into Settings / Virus & Threat Protection  to confirm that WSA is turned on (which it was).

is this the correct sequence?  Even though the WSA firewall is on, I see that the Defender firewall s also protecting the Domain / Private / Public networks within Windows 10.  Is this the normal behavior too?  Please advise.
