Can webroot block USB drives.When someone plugs in a USB drive,can I get an email notification about it? To see who it was and what files they tried to access in the control panel?

No, but you can scan USB drives, and you will be protected from anything that gets run from one.
You could block USB drives in GPO, or use some other software if you want more granular control for your users and their USB drives.
