I would like to be able to BLACKLIST the entire internet, and just allow through only sites that my company approves. Is there a 100% surefire way to do this using your product?

Unfortunately this is not possible with Webroot Endpoint Protection.
However, we have recently introduced a new service that does just that.
It is called the Webroot SecureAnywhere Web Security Service and you can locate more information about it here.
