why is webroot not automatically loading on my XP machine?
One XP machine in my organization does not automatically start webroot on boot. The others do. Why is this happening?

Are they all under the same policy?
yes they are - I'm thinking it may be something missing in the startup folder in the programs menu?

And you've tried uninstalling and reinstalling on that particular machine?
the machine is remote and I was hoping not to have to - but I can if that's best.

That's probably the first troubleshooting step that support would have you do. Can you remote in to it so you don't have to go there in person?
