Does anyone know how someone from texas is signing into my gmail account
from my cell phone in TEXAS when me and my cellphone are in another state they are getting into my dashlane passwords

There may be a few explanations here.
 
How do you know that someone in Texas as accessing your gmail?
 
Obviously, since your phone is with you,  it it not your phone in Texas but you might contact your cell provider if you are worried about the phone having been 'cloned'.  It DOES happen sometimes, when a device is connected by WiFi that the automatic location reporting does err, and reports a location rather far from where the device really is.  Are you sure it is not simply mis-reporting your location.
 
As for your passwords, if you believe someone has had any access at all, you will want to change ALL passwords affected,  including any password and recovery for dashlane itself.

You might also want to turn on two-factor authentication on any service that offers it.
