Can webroot cause -- or allow -- an unwanted ocx8 file to be created in syswow64?

Occasionally an ocx8 file is created in syswow64 folder.  When that happens a database program I use loses some functionality.  I have to rename the unwanted ocx8 file and re-register the correct ocx8 file with the program that uses it.  Support at the program I use says webroot may be causing this issue -- it only happens occasionally.  Can webroot create files or somehow cause files to be created that I don’t need that mess up my database program’s functionality?  I’ve used webroot for several years and this problem started a couple of years ago--only happens occasionally, however.  I’m not really conversant in the inner workings of my computer--just need the programs to run without too much hassle.  Thanks for any input.
