I have been going over all the features of Webroot, and digesting the information on how everything works. What has come to mine is this: If for whatever reason the cloud  database is not available, how than does the offine shield protect my PC on threats???  
    Is it safe to go on the net due to the fact Webroot can't access the database to protect my PC?
    Are there sufficient files within Webroot to stop any malicious attacks???
 
What I find interesting is: do all the shield components rely on the database???  If they do and the cloud database is down, are we unprotected at that point???

This KB article could give you some information how WSA works offline. Sorry I am time-limited now but surely someone else will complement with another information.
