why does pop up virus protection places always say you are infected

Does the popup appear only when browsing or even when not doing so? In either case this sounds like a scam trying to get you to accept some service or another tomdeal with a non existant infection. If you have not yet done so then run a manual scan with WSA and see what comes up, and post back.
 
In terms of the popups; if appearing only in browser then most likely the best thing to do is to try installing a popup blocker extension to your browser(s) to see if that sorts it out. Here are some good ones that many members use:

Try that first and if that does not sort it out then post back and we can look at the other potential source of the popup.
