when this version of Word is open, webroot says the foreground window is protected, and it prevented certain actions (i.e. pasting text from a different application), until I allowed winword.exe in office16, which I found was a blocked process.

Webroot should not be blocking those processes unless that version of Word is being monitored.
I would advise creating a support ticket at https://detail.webrootanywhere.com/servicewelcome.asp so our team can pull logs and see what is happening on the machine to cause this.
