is there a way to get a popupo when event need to be allowed etc...

Generally there is no need for this, however if you click on "Advanced Settings" and then select "Firewall" you will see that there are a few different options for warnings. I usually advise to leave the default settings checked, but you can definitely tailor the notifications a bit here.

Just to add what James said if it's a program that the WIN Cloud doesn't know you will get a Pop-up from the firewall but other than that it's very quiet, may I ask what version of Windows you are using? Windows 7 and older you will see this in Advance Settings: http://www.webroot.com/En_US/SecureAnywhere/PC/WSA_PC_Help.htm#C4_Firewall/CH4b_ChangingFirewallAlertSettings.htm and http://www.webroot.com/En_US/SecureAnywhere/PC/WSA_PC_Help.htm#C4_Firewall/CH4c_ManagingActiveConnections.htm but you will not see these settings on Windows 8.1 or the Windows 10 Preview and here is why: https://community.webroot.com/t5/Ideas-Exchange/Outbound-connections-fw-control-in-Win-8-Win-8-1/idi-p/60003
