Loading or enabling Password Manager

I try to load or enable Password Manager and I can't.  I click on Manage Passwords under Password Manager and then sign in.  I then click Set Up Account under Passwords and I get the following dialogue box: "Are you sure you wish to enable Passwords for this account?  Please be aware that this will activate your keycode if not alaready active and allow 15 minutes for this to become available."  I click yes and nothing ever happens, even after 15 minutes.  It never loads.
