Hey dtouch,

Please navigate to PC Security>Quarantine>Configure and see if cs6 is being monitored. Also, navigate to Identity & Privacy>View/Edit Protected Applications and see if the program is in this list. If it is, is it set to Protect, Allow, or Deny?

No... cs6 is not even in the list.

Thank you for checking if the program was being monitored. I have created a Support Ticket for you and you will receive an email with a password to access the ticket. I have also sent log gathering instructions via the ticket system which will help me investigate further. Please let me know when you have gathered and sent the requested logs.

i reinstalled webroot. next time i lauched photoshop.. i allowed it to access.
Now its fine.
So it exerts slow load on apps that are blocked to connect to the internet?

I am glad the reinstall was helpful!

If any issues come back please submit the logs on the ticket system so I can take a closer look. There can be issues such as slow loading when a program is being heavily Monitored. We won't know for sure what was causing it without the logs though.
