unable to add a third device to 5 device subscription

When i went to my account it showed 4 pcs  were utilizing Webroot  .One of the pcs  is defunct so i deactivated it. The other one was deactivated until the hard  drive was replaced.  Now the account shows two pcs protected but will not permit me to add the third. Please assist.

Would you go here to the KB Article and reactivate that PC?
 
If you continue to have issues then you can issue a Support Ticket free of charge and they will investigate this matter.
