After installing webroot complete, windows defender is now on. why? and now, nothing can be turned on or off either. how do I turn windows defender off? My malwarebytes doesn't show as being on in the action center for windows7, but it is running. I am very confused now.
You will need to be a user with Administrator privileges. Your User Account Control settings may be blocking you from turning settings on and off. Microsoft explains how to adjust these settings here.

Ok i find it also a bit strange because i also did turn it off and now its on again.

SecureAnywhere will not interact with Windows Defender at all. The instructions above should help you disable it if you wish to do so but SecureAnywhere is not what causes it to turn back on/off.
