How do I temporarily change Security settings to allow the downloading of Adobe Flash Player?

I uninstalled Adobe Flash Player and a few other things, such as Skype 6.20 because some recently installed program was causing too many popups. Something kept running in the background. It slowed everything WAY down. Now I want Adobe back but it is being blocked. Message says my Security settings won't allow it. Any advice?

May I ask where you are downloading it from? You should download from Adobe only please see here: https://community.webroot.com/t5/Security-Industry-News/Adobe-Flash-Player-16-0-0-235/m-p/176076#M10845
