Hello there!  Welcome to the Webroot Community!

There are a couple of different spot that mention scanning at boot time, so lets quickly check that you have the right one set.

Open WSA
Click the Advanced Settings button at the upper right
Click Scheduler on the left side

In here, make sure that you have the very first item checked: Enable Scheduled Scans.  (There IS an item lower down that says to scan at bootup if a scheduled scan was missed.  This will NOT work to make the computer scan at boot unless Scheduled Scans are enabled.

Click the dropdown box to set the "Scan Frequency".  Select "Scan on Bootup"

Make sure you click SAVE at the bottom, and you should be good to go.
