There was a time when I could not get to my Outlook email until I found that it was a problem with MSN browser and needed to get in via the Edge browser. Now it works fine by using the Edge.

Welcome to the Community Forums.
This will not (as far as I know) be anything to do with WSA as it does not have an email filtering component and so could not block emails.
WOuld you be able to explain exactly what you did and where to 'block' the email and then perhaps we can understand exactly where to look to try to help?
