Why does Webroot allow yourpccare to hack computers?

     My father has webroot and this is his account.  He was online and had a pop up from mypccare to call them that his computer had a virus and was comprimised.  He called them  They scammed him out off $299.  Took my over an hour of threatning this company to get his money back.  They sold him a subscription to webroot.  They lied to him and told him his was expired.  I just renewed his webroot subscription in Janurary of this year.  This company also represents its self as part of microsoft.  why does webroot not prevent these pop ups?  what can i do to protect him from this happening again?  And yes he has been told not to call anymore numbers that pop up.

 We are very sorry to hear that this happened. Tough call here between adware popups and PUAs.
 
WSA does detect and remove many PUA's, and more are being added, but WSA does not detect all of them. A simple browser add-on with PUA behavior that is easy to identify and easy to remove is not likely to be detected and removed by WSA. Those that are intentionally difficult to locate and remove are. Please see THIS LINK for more information regarding Webroot's stance on these annoying programs.
 
It would be best to have your Dad read this article below.
