Hello ssd,
WSA will scan external hard drives but not automatically. The quickest way to do so manually is to locate the drive that you want to scan, right click on its icon and select 'Scan with Webroot' from the context menus displayed.
As shown below:
And as an after thought I might add, before the question is posed, unfortunately there is no way at present to make WSA by default scan anynother drive a part from the C: drive/the drive that your OS is installed on.
