Is there a safe site for downloading Picasa 3?

Just to add a general note to what Jasper has posted...it is always recommended and best to download application/installers either from the author's website or a web site THEY recommend, and to avoid at all costs most of the 3rd party downlaod sites out there as some are known to provide 'additional software' bundled with their versions of the installers.
 
This 'additional software' is often a PUA or Potential Unwanted Program which WSA detects and looks to prevent from being downloaded, and this is most likely the cause of the downlaod issue that you have been having.

Thanks so much; I must load Picasa each time I go to a different computer.  The uk site worked fine.
