somehow i lost the webroot toolbar on my pc. how do i restore it?

Are you looking for the PW Manager toolbar or the Webfilter toolbar and what browser are you using?

Let's have a look in your browser settings and see if the Webroot Webfilter is listed there in extensions along with Password Manager. If you tell me what browser you are using we can see if these extensions are already in there and set to enabled.
 
If you are missing the Password Manager toolbar then please try the Toolbar Fix below,
