Why are firewall options missing from WSA on Windows 8.1 tablet?

I noticed that i have full firewall options on my other two notebook PC's, one running XP the other Windows 7. However, on my Window 8.1 tablet (full OS) I am missing half of the options. Why is this? Thanks!
