Windows? IE only Temp Files
The system analyzer always indicates "A large # of Temporary Files have been found in Windows/IE only (3945 MB)". Would this have any effect on my PC performance? If it does, what happens if I deleted them and how do I delete them - without having to read MS help for the next 2 hours?

Have a look here and use System Optimizer if you have it in your product version: https://www5.nohold.net/Webroot/ukp.aspx?login=1&pid=12&app=vw&solutionid=1599&donelr=1

Another option you can use is CCleaner. You might want to download and run this tool anyway. It will clean-up all kinds of stuff on your system. There's a portable version you can get that you don't even have to install if you prefer.
System analyzer it just a basic tool and there is nothing you can do with what it reports so I wouldn't worry about what it says but you could clean up a few things.
As for the CCleaner link, here's an optional link that includes a download for the full installer or the portable version I mentioned. https://www.ccleaner.com/ccleaner/builds
