First question is are you downloading the update from the official website? If not then please do so to make sure that the download is a legitimate one, i.e., does not include unwanted software that may be triggering WSA.
If that is not pertinent then you need to take a lookmat that the three places in WSA that blocks can be applied. Please review this Knowledge Base artcile to get information on these three areas, how the block is applied and the options available in terms of dealing with them if the user wants to override WSA's diagnosis.
